REGULAR MEETING MINUTES
Date: June 20, 2012
Present: John Stirling – Chairman, Bill Straub – Vice Chairman, Terrence Parker, Warren Spencer and Joe Rousselle Code Enforcement Officer
Absent: Mimi Demers and Joel Moulton excused
CALL TO ORDER
Chair John Stirling called the Planning Board meeting to order at 7:02p.m.
Motion by Mr. Straub, second by Mr. Parker, to approve the minutes of the June 6th, 2012 Planning Board meeting. Vote: 4-0
PUBLIC AUDIENCE: None
OLD BUSINESS: Continued review of Mobile Vending
Mr. Stirling mentioned to the board the only thing on the agenda was mobile vending.
Mr. Rousselle explained that he put it on the agenda in case JT Lockman got back to the board with some information.
Mr. Straub wanted to know if they should send something to the council on mobile vending to keep them up on what they are working on.
NEW BUSINESS: Meetings in July
The Board agreed to only have one meeting on July 18th.
Mr. Rousselle mentioned to the Board that Mike Lassel wanted to get on the next agenda. I explained that once they signed a Purchase and Sale agreement and get all the information and application done this would happen. Also that the board had done a work shop for this so the process should be smooth and take up three to four meeting with a Public Hearing.
Amended after the first sentence: for Avesta senior housing project Start the second sentence Mr. Rousselle not I
Mr. Straub agreed the board had an introductory meeting of the project and should be smooth.
Mr. Parker explained that he would be working on the landscaping of the project.
Amended: add at the end of the sentence: and would recuse himself from project review at the appropriate time
Mr. Rousselle explained to the board that at this time he did not agree with the definition for congregate housing. The Ordinance still has the 6 dwelling unit maximum. I am not aware of any changes to zoning for this. Amended: start of third sentence with Mr. Rousselle not I am
Mr. Straub mentioned that this was brought to the council for a change.
Amended: Mr. Straub disagreed, stating that an ordinance modification was developed by the planning board in the Spring, with assistance from SMRPC, that eliminated the 6-unit limitation for congregate housing of the type planned, and that the ordinance was presented at a joint public hearing of the Planning Board and Town Council, and was subsequently adopted by the Council
The board wanted Mr. Stirling to contact the Town Manager and get copies of the change so everyone knew what was changed and how it was worded.
Mr. Stirling mentioned that June is the end of the year and the board would elect a chairman at the next meeting.
Mr. Parker motioned to adjourn second by Mr. Spencer. Vote 4-0
