Regular Meeting

ROLL CALL:
Present: Paul Steinhauer, William Straub, Warren Spencer, Joseph Rousselle, CEO and Kathy Connor, SMPDC

Absent: Manley Gove

CALL TO ORDER:
Mr. Steinhauer called the meeting to order at 6:33 p.m.

MINUTES APPROVAL:
Motion to table minutes of 12/21/16 (PH & Reg Mtg) until next Planning Board Mtg.

Motion to approve minutes of 1/4/17 by Mr. Spencer, second by Mr. Straub. VOTE: 3-0

OLD BUSINESS: Ordinance Review – Chapter 121: Subdivision of Land

Article IV: Section 121-27:
Ms. Connor removed reference to articles that no longer exist.

Article V:
Planning Board requested changes/additions discussed by Ms. Connor. Mr. Straub would like the language from paragraph O “licensed by the State of Maine” be added to paragraph J.

Article VI: Final Plans:
Ms. Connor stated that just like the previous sections she added a Purpose. Mr. Straub would like to remove “not to exceed two years” from Section 121-6 (C). Also, under 121-6: C (2), Mr. Straub would like to add something about possibility of Third Party Inspector at the discretion of the Town and add additional sentence to say that they may exclude top coat from inspection and remove 3.0 % from C (3). Ms. Connor will also make 121-6: D & E more clear.

When Mr. Connor came across reference to Official Submittal Date in this section she has removed it and informed the planning board that it should be removed (Article II: Definitions “Official Submittal Date) because it is just way to confusing and doesn’t need to be.

Ms. Connor will consult with Mr. Ellsworth with reference to completing a project within two year time frame.

Mr. Straub would like wording in 121-37: G carried over to wording in Preliminary (Article V) and in Paragraph H, he would also like to add “evidence of availability of performance guarantee” basically requiring financial demonstration for project.

Mr. Spencer would like water added to 121-8: Agency Certification.

121-38: B (3) (b) the Planning Board would like this stricken from ordinance. Under 121-43: (A) (B) & (C), Ms. Connor will work on laying out how the Developer will notify the Town for Inspections.
