ROLL CALL:
Present: John Stirling, William Straub, Warren Spencer, Paul Steinhauer, Terrence Parker, Manley Gove, Kathy Connor and Joe Rousselle, Code Enforcement Officer

CALL TO ORDER:
Mr. Stirling called the meeting to order at 7:00 p.m.

MINUTES APPROVAL:
Motion to approve minutes of 12- 3 -2014 by William Straub and second by Paul Steinhauer. VOTE: 5-0
Motion to approve minutes of 12-17-2014 by Warren Spencer and second by Terrence Parker. VOTE: 3-0
Motion to approve minutes of 1-7-2015 by Paul Steinhauer second by Mr. Straub. VOTE 5-0

NEW BUSINESS:
#1: MSP #15-01 Single Family Home in the I-2 Zone (Owner Scott Duquette)

Family is proposing to divide property on Fifes Lane. Updated Site Plan presented to Planning Board. Asking Planning Board to waive Major Site Plan review for property.

Mr. Straub questioned if the Planning Board has the authority to waive site plan review process. Ms. Connors stated that in Section 140-77-Site Plan Review, Part E: Criteria and Standards, the Planning Board has the right to waive the criteria.

Mr. Straub made a motion to provisionally accept Application presented to them upon further review that criteria not addressed in application do not apply, second by Mr. Spencer. VOTE: 4-0

Mr. Straub made a motion that the Planning Board does not need to see erosion control measures (Section: D1-B-8) for this application, second by Mr. Spencer. VOTE: 5-0
Mr. Straub made a motion to waive requirement for a Storm Water Management Plan (Section 2-B), second by Mr. Steinhauer. VOTE: 5-0
Mr. Straub made a motion to waive Erosion Sedimentation Plan (Section 2-C). No motion required, Mr. Straub withdraws motion.
Mr. Straub made a motion to waive Topography and Soil Survey (Section 2-D), second by Mr. Spencer. VOTE: 5-0
Mr. Straub made a motion to waive Landscaping Plan (Section 2-E), second by Mr. Spencer. VOTE: 5-0
Mr. Straub made a motion to waive Traffic Flow Pattern (Section 2-G), second by Mr. Spencer. VOTE: 5-0
Mr. Straub made a motion to waive Elevations and Plans (Section 2-I), second by Mr. Spencer. VOTE: 5-0
Mr. Straub made a motion to waive Financial Capacity (Section 2-J), second by Mr. Spencer. VOTE: 5-0
Mr. Straub made a motion to waive Construction Schedule (Section 2-K), second by Mr. Spencer. VOTE: 5-0
Mr. Straub made a motion to waive requirement for Section E-4, second by Mr. Spencer. VOTE: 5-0
Mr. Straub made a motion to approve the consolidated MSP Approval subject to conditions to be discussed, second by Mr. Spencer. VOTE: 5-0

Mr. Stirling stated that approval subject to Storm Water inspection by Joe Rousselle, certificate of occupancy, conveyance of deed.

Ms. Connors will provide Findings of Fact before Planning Board makes final approval for this application.

OLD BUSINESS:
#1: Ordinance Updates

Planning Board was satisfied with changes to Functional Hall/Banquet Hall, set it aside for further discussion with Town Council.

OTHER:
Mr. Rousselle will work to reschedule Workshop with Town Council to discuss a possible mass gathering ordinance and landscaping-related amendments
