ROLL CALL:
Present: Paul Steinhauer, William Straub, Warren Spencer, Manley Gove, Joseph Rousselle, CEO and Kathy Connor, SMPDC

CALL TO ORDER:
Mr. Steinhauer called the meeting to order at 6:34 p.m.

MINUTES APPROVAL:
Motion to approve minutes of 2/1/17 by Mr. Spencer second by Mr. Straub . VOTE: 4-0

PUBLIC AUDIENCE:

CORRESPONDENCE:

NEW BUSINESS: Pike Industry SP#17-001: add a maintenance garage
Mr. Zdunczyk came to discuss adding a maintenance garage on site. The garage will have a new septic system installed.

Mr. Spencer asked about the waivers requested for this project. Mr. Zdunczyk stated that they will be asking for waivers for (1)erosion and sediment control plan, (2)financial viability and (3)landscaping plan.

Mr. Straub asked that Jon St. Pierre, PWD be involved and take a site walk to view Storm Water system and report if he is satisfied with the existing system to see that it is still functional and working as designed.

Mr. Straub made a motion to find Sketch Plan satisfactory, second by Mr. Gove. VOTE: 4-0

Mr. Straub made a motion to accept request to waive requirement of Landscape Plan due to remoteness of the site and the lack of need to screen it from any vantage point, second by Mr. Gove. VOTE: 4-0

Mr. Straub made a motion to accept request to waive requirement of Financial Viability since this is a very small project for Pike Industries and it is not in the public interest of the Town to require financial viability documentation, second by Mr. Spencer. VOTE: 4-0

Mr. Straub made a motion to waive the requirement for Erosion and Sediment Control plan based on the existence of a SWPPP dealing with EPA and DEP and hold on the Storm Water Management plan until Jon St Pierre has a chance to add his comments, second by Mr. Gove. VOTE: 4-0

Mr. Straub stated that he does not believe a site visit is not necessary.

Mr. Straub stated that he would like to have a Public Hearing for this plan on March 1, 2017.

OLD BUSINESS: Berwick Academy MSP#17-001 (Change of use from Inn to Dorm)
Mr. Straub made a motion to find application complete, second by Mr. Spencer. VOTE: 4-0

Applicant is requesting the following waivers:
Mr. Straub made a motion to waive requirements for dimensions of height and floor area, septic tanks and leach fields, erosion and sedimentation controls, second by Mr. Spencer. VOTE: 4-0
Mr. Straub made a motion to waive requirements for lighting fixtures, second by Mr. Spencer, VOTE: 4-0
Mr. Straub made a motion to waive requirements for Signage since that is covered by a separate permit, second by Mr. Gove. VOTE: 4-0
Mr. Straub made a motion to waive requirement for location of present and proposed utility systems since there is no changes, second by. Mr. Spencer. VOTE: 4-0
Mr. Straub made a motion to waive requirement for Stormwater mgmt. plan, second by Mr. Spencer. VOTE: 4-0
Mr. Straub made a motion to waive requirement for erosion and Sedimentation plan, second by Mr. Spencer. VOTE: 4-0
Mr. Straub made a motion to waive requirement for topography since it is not needed with no construction, second by Mr. Spencer. VOTE: 4-0
Mr. Straub made motion to waive requirement for Landscape Plan, second by Mr. Spencer. VOTE: 4-0
Mr. Straub made a motion to waive requirement for Zoning district boundaries within 500 ft., second by Mr. Gove. VOTE: 4-0
Mr. Straub made a motion to waive requirement for new construction alterations since there is no new construction, second by Mr. Spencer. VOTE: 4-0
Mr. Straub made a motion to waive requirement for facade and elevation plan, second by Mr. Spencer. VOTE: 4-0
Mr. Straub made a motion to waive requirement for cost of proposed development, second by Mr. Spencer. VOTE: 4-0
Mr. Straub made a motion to waive requirement for estimated sequence of construction, second by Mr. Spencer. VOTE: 4-0
Planning Board would like to have a Public Hearing on March 1, 2017.

Ordinance Review: Chapter 121: Subdivision of Land, Article I: General Provisions
On 121-7: Performance Guaranties, Mr. Straub would like to add “ or as a condition prior to start of construction” under Paragraph A

Planning Board would like to change final sentence in Paragraph B to read “construction in subsequent phases shall commence only upon satisfactory completion of all requirements pertaining to the previous phase development”

Mr. Straub asked if it might be wise to have a workshop with the Town Council in order to explain what has happened before the Town Council has its own meeting to discuss. Ms. Connor would also write a synopsis for the Town Council.
