SOUTH BERWICK PLANNING BOARD
Present: John Stirling, Warren Spencer, Paul Steinhauer, Manley Gove, Joseph Rousselle, CEO and Kathy Connor, SMPDC
Absent: William Straub, Shaye Cheslock
CALL TO ORDER:
Mr. Steinhauer called the meeting to order at 6:30 p.m.
Motion to approve minutes of 8-3-2016 by Mr. Spencer second by Mr. Gove VOTE 3-0
Jamie Bacon, Great Hill Survey Company
Amendment to existing subdivision – James Batchelder (Map 11 Lot 5-A)
Mr. Bacon explained that clients would like to create subdivision of property (2 lot subdivision) with access from Agamenticus Road with a shared driveway.
Mr. Steinhauer asked about the already existing driveway, do we have any concerns that it would be used to access property (lot 2) other than shared/new driveway. If so, you would need a maintenance agreement, clients don’t want them using it a driveway.
Applicant would like to request waivers for an erosion and sediment and stormwater drainage, John St. Pierre needs to visit the site first and get back to applicant and Planning Board.
Planning Board members will visit site at their own time before next meeting and client will stake out the planned driveway.
Mr. Stirling made a motion to waive the need for a public hearing, second by Mr. Gove. Vote: 4-0
Mr. Gove made a motion to accept the submitted Sketch Plan, Mr. Stirling seconded with the requirement that if any issues arise at site visit, communicate it to Joe or Kathy and they can pass info along to applicant to make changes. Vote: 4-0
Chapter 60-Building Construction (Review and Hearing Fees) and Chapter 121-5 Fees
Ms. Connor explained that the proposed changes have been discussed with Perry and the attached table with changes is the responsibility of the Town Council to approve amendments, it the responsibility of the Planning Board to approve amendments in Section 121-5: Fees, this is where the description associated with fees and what is in the table.
The Planning Board would like Ms. Connor to add wording that any money/fees paid that are not used will be returned to the applicant in Paragraph(s) B & D.
The Town Council would like to set up a Work Shop with the Planning Board on either 10/4 or 10/18. 10/4 seems the better date for the Planning Board.
Motion by Mr. Stirling second by Ms. Gove to adjourn the Regular Meeting at 7:04 p.m. VOTE: 4-0
