Regular Meeting

ROLL CALL:
Present: John Stirling, William Straub, Paul Steinhauer, Manley Gove, Shaye Cheslock, Joseph Rousselle, CEO and Kathy Connor, SMPDC

Absent: Warren Spencer

CALL TO ORDER:
Mr. Steinhauer called the meeting to order at 6:33 p.m.

MINUTES APPROVAL:
Motion to approve minutes of 9/21/16 by Mr. Stirling, second by Mr. Gove. VOTE: 4-0

Motion to approve minutes of 10/5/16 by Mr. Stirling, second by Mr. Gove. VOTE: 4-0

OLD BUSINESS:
Amendment to existing subdivision – James Batchelder (Map 11 Lot 5-A)
After reviewing the updated plan, Ms. Connor mentioned that one of the notes is still not correct. At the last meeting the Planning Board wanted the water line relocated prior to the sale of the lots and it is not listed as part of the conditions. It is however listed in the notes above that it has to be done prior to sale.

Mr. Gove made a motion to accept the Findings of Facts as written, second by Mr. Stirling. VOTE: 5-0

Mr. Straub made a motion to accept the final plan of the Batchelder subdivision on Agamenticus Road as proposed, second by Mr. Stirling. VOTE: 5-0

Ordinance Review
Mr. Steinhauer reviewed what happened at the workshop with the Town Council on 10/18/16. The Town Council suggested very minor changes to the Ordinance Review and Changes made by the Planning Board.

Mr. Straub made a motion that in consideration of Ordinance changes relative to fees in subdivision under Section 121, that we understand it and feel that there is no need for a Planning Board Public Hearing as long as the Town Council is having one, second by Mr. Stirling. VOTE: 5-0

Mr. Straub made a motion that the Planning Board is in favor of these Ordinance Changes and that they recommend the Town Council to hold a Public Hearing and take action on them, second by Ms. Cheslock. VOTE: 5-0

Also discussed changes to Lighting and Landscaping Ordinances, the Town Council agreed that they are good with the Planning Board changes, at this time no further action is necessary, the Town Council will move forward with this.

OTHER:
The Planning Board members took this opportunity to thank Mr. Stirling for his many years of service for the Planning Board.

Motion by Mr. Gove second by Ms. Straub to adjourn the Regular Meeting at 7:10 p.m. VOTE: 5-0
