Town Council Meeting
October 10, 2017
 
 
Chairman Russell H. Abell called the meeting to order at 6:35pm.  Councilors present included John C. Kareckas, John James, Laura Leber, and Thomas Chase.  Town Manager Perry A. Ellsworth was not in attendance.
 
Approval of Minutes
 
1. Public Hearing 09-26-17:  On a motion by Mr. James, seconded by Mr. Kareckas, it was unanimously voted to adopt the minutes as written.
 
2. Town Council 09-26-17:  On a motion by Mr. Kareckas, seconded by Mr. Chase, it was unanimously voted to adopt the minutes as written.
 
Treasurer’s Warrant
 
1. On a motion by Mr. Kareckas, seconded by Mrs. Leber, it was unanimously voted to sign the warrant dated October 5, 2017 in the amount of $1,155,825.19.
 
Note was made that the amount of the warrant is so high because of the monthly school payment of almost $650,000.

Unfinished Business
 
1. Mr. Abell made note that there were no additional comments received from the public as a result of the public hearing on the proposed changes to Chapter 121, Subdivision of Land held on September 26th.
 
On a motion by Mr. Kareckas, seconded by Mr. James, it was unanimously voted to adopt the amendments to Chapter 121, Subdivision of Land, as reviewed at the workshop with the Planning Board on August 30th and as presented at the public hearing and town council meeting held on September 26th.
 
New Business
 
1. On a motion by Mr. Kareckas, seconded by Mr. Chase, it was unanimously voted to adopt the 2017/2018 updated General Assistance Ordinance Appendices that cover from 10/01/17 to 09/30/18.
 
2. On a motion by Mr. James, seconded by Mr. Chase, it was unanimously voted to hold a public hearing on Tuesday, October 24, 2017 at 6:30pm to receive comment on the proposed changes to Chapter 140, Zoning, Site Plan Review.

Councilor Comments
 
Each Councilor in turn expressed their condolences to the friends and families of Pharmacist Matt Kenney and Fire Chief George Gorman.  As stated by Mr. Kareckas, the loss of two prominent citizens so close together have left a large hole in the community.  It is a sad week in South Berwick.
 
1. Mr. Chase:
-Congratulated the Marshwood Hawks football team for being #1.
 
2. Mr. Abell:
-Made note of a free forum ‘Talking to your children about race’ taking place at the library on October 17th.
 
Adjournment
 
On a motion by Mr. James, seconded by Mr. Chase, it was unanimously voted to adjourn the meeting at 6:51pm.
