Town Council Minutes 11/12/2013

South Berwick Town Council
November 12, 2013

Chairman Gerald W. MacPherson, Sr. called the meeting to order at 6:32pm.  Councilors present included Jean Demetracopoulos, David H. Webster, John C. Kareckas, and Russell H. Abell.  Town Manager Perry Ellsworth was also in attendance.

Organizational

1. Councilors Elect Kareckas and Abell were sworn into office by the Town Clerk.

2. On a nomination by Mrs. Demetracopoulos, seconded by Mr. Kareckas, Gerald W. MacPherson, Sr. was unanimously elected Chairman and David H. Webster was unanimously elected Vice-Chairman for the ensuing year.

3. On a motion by Mrs. Demetracopoulos, seconded by Mr. Webster, it was unanimously voted to adopt Robert’s Rules of Order for the conduct of meetings.

4. On a motion by Mrs. Demetracopoulos, seconded by Mr. Kareckas, it was unanimously voted to sign the Policy on Treasurer’s Disbursement Warrants for Employee Wages & Benefits.

Approval of Minutes

1. Public Hearing 10-22-13:  On a motion by Mr. Kareckas, seconded by Mr. Abell, it was unanimously voted to adopt the minutes as written.

2. Council 10-22-13:  On a motion by Mr. Abell, seconded by Mr. Kareckas, it was unanimously voted to adopt the minutes as written.

Treasurer’s Warrant – Nov 12, 2013

On a motion by Mr. Abell, seconded by Mr. Webster, it was unanimously voted to sign the warrant in the amount of $790,383.31.

Public Comment

1. None received.

Reports & Correspondence

1. Mr. MacPherson read a letter from Swamp Inc.  The company is offering its services to help educate and inform the community regarding EEE (Eastern Equine Encephalitis) and WNV (West Nile Virus).  Mr. Webster asked if they could be invited to make a presentation to the Council.

Town Manager’s Report

-Informed the Council that he has hired 1 seasonal employee for public works until April 1st.
-Currently studying the proposed agreement with the Community Chorus for storage space at the library.  It should be on the next agenda for action.
-Will be looking into a work fair program for general assistance clients.
-Urban compact or not?  It has been determined that the MDOT should be plowing and sanding both Routes 4 and 236.  They will be doing so this season.  Jon (PWD) has also learned that the State should be doing the line painting.
-The pedestrian crossing light (in front of Town Hall) should hopefully be installed later this month.
-The conservation meeting scheduled for November 21st has been put off until January.
-The contract with Berwick for the shared CEO services is due in mid December.  The numbers need to be reviewed, especially for benefits.
-To save on health insurance costs (expected to increase significantly in the spring when our contract renews), the Town has changed its plan year to be effective for December 1, 2013.
-Reported that the missing piece of the new Library sign has been found and was not vandalized.
-Currently working on an alarm system for the Library.  We do have an Alarm Ordinance that needs to be reviewed (especially fees) and enforced.
-Will be meeting next Thursday with the rescue squad for an update on its consolidation efforts.



TC 11-12-13

New Business

1. On a motion by Mr. Webster, seconded by Mrs. Demetracopoulos, it was unanimously voted to hold a public hearing on Tuesday, November 26th at 6:30pm to receive comment on the proposed amendments to the Zoning Ordinance regarding Business Directional Signs.

2. On a motion by Mr. Abell, seconded by Mrs. Demetracopoulos, it was unanimously voted to approve the Solid Waste Hauler License for Dorado Services, Inc. through November 30, 2014.

3. On a motion by Mrs. Demetracopoulos, seconded by Mr. Webster, it was unanimously voted to hold a Vaughan Fund meeting on Tuesday, November 26th following the public hearing.

Council Member Comments

1. Mrs. Demetracopoulos:
-Welcomed Mr. Kareckas and Mr. Abell back to the Council.
-Informed the other Councilors that she had attended the recent DOT hearing regarding the replacement of the Quamphegan & Shorey’s Brook culverts on Route 101 (2014).  The State plans to close the road for about 2 weeks and re-route traffic.  The Council briefly discussed the issue and potential effects on the area.
-Commented that the Veteran’s Day celebration at the Middle School was wonderfully done.
-Asked if our budget schedule would conflict with any student/parent school activities. Mr. Ellsworth stated that it should be all set.

2. Mr. Webster:
-Congratulated Mr. Kareckas and Mr. Abell on their re-election.

3. Mr. Kareckas:
-Commented that the Town may want to consider posting local roads that will be affected by the Route 101 closing.
-Congratulated Mr. Abell on his re-election.

4. Mr. Abell:
-Commented that the Old Berwick Historical Society Ball was well attended and an enjoyable event.
-Commented that he was able to attend the VFW’s annual Veteran’s Day ceremony at the Town Hall.  The Boy Scouts were also able to attend.
-Congratulated Mr. Kareckas on his re-election.

5. Mr. MacPherson:
-Congratulated Mr. Kareckas and Mr. Abell on their re-election.
-Commented that he was able to attend the Veteran’s Day ceremonies at the Great Works School, the Middle School, and the Town Hall.  He added that these important events help to teach children and remind adults of what the day means.

Adjournment

On a motion by Mrs. Demetracopoulos, seconded by Mr. Webster, it was unanimously voted to adjourn the meeting at 7:18pm.
